I basically feel like I'm looking at Kakuzu.

#1. Initial damage not listed.
#2. Strange mana cost scaling for a spell that, on its own, only slows the movement speed of enemies. Anyway, the doubling of move speed slow is too strong at higher levels.
#3. Basically, a casting version of Enigma's Midnight Pulse.
#4. #'s are OP, nevermind the fact that the hero should probably regain mana over time.
