no need to change 3rd and 4th skills.
they're fine even though the dmg cap shit from 3rd can be removed.

EDIT: as you know delay isn't the same as casting time or that he needs to channel it, so there's no reason on changing it...although reducing it's damage isn't pointless, he needs this amount of dmg to do his job.

His 1st job is to... make his team's gank or clash easier. Skills 1 & 4 accomplish this role. His 2nd job, which is to draw the other team's attention, is accomplished with the passive, and his ability to deal a decent, but not obscene damage.

The current 3rd skill makes little to no sense, in regards to making an initiator or tank. After he nukes you, he does nothing. What better skill is there in regards to a tank, that makes the hero deal more damage if he is ignored?

The 4th skill needed a change. All it is, right now, is an AoE, weakened, and channeled, version of Lion's ultimate.

so just need to change 3rd skill and change few values to make him a better initiator.

Ain't nothing wrong with him having the capacity to nuke, such as Magmus or Pebbles, I just don't want him to be like Pyromancer, only Str and having the capacity to nuke down multiple heroes.

Ok used the kovak idea bout gain str if a team mate is hitted, but i feel his ult needs something (no slow).

The slow ties the build together; it actually makes him more of a threat to an enemy team.

i talk with eol he told me to left my juugo like it is now, if is necesary he would give his personal touch on my juugo, i told him k no prob. i made the juugo fast so i dont think much his skills.

Sorry kovak but is true his second konohamaru dif concept and is ok will be fun to play, more than yours XD.
